Dr. Yasemin Yazan, Marc, Jürgen and Layla pull “action competence” apart term by term — innate aptitude versus practiced ability, the surprisingly slippery question of who gets to decide what counts as competent singing, and why competence is never a fixed state but always just a snapshot in time. Along the way: machine learning, meta-learning, and a cheeky argument for why “you are fired for incompetence” might not hold up to cross-examination.

Yasemin opened with today’s topic: Action Competence. What does action competence actually mean, and how is it built — continuing directly from the previous day’s room. She noted they’d already discussed competence in general before, and invited everyone to build on that, bring examples, and help approach the term together, with the promise of deeper dives into specific facets of action competence over the coming days. She reminded newcomers the room was recorded and would be published, and repeated the three room rules: a recognizable profile photo, first and last name, and at least one sentence in the bio — or, alternatively, contributing via chat.

Marc opened by admitting he’d need everyone’s help today, and wanted to start unusually: reflecting on the word “action competence” itself, purely from gut instinct, without looking anything up first. He said the word had genuinely puzzled him — despite having a large vocabulary, he’d never actually used the term before. If someone asked him for a good doctor recommendation, he’d say “he’s very competent,” not “he’s very action-competent”; if asked about a good mechanic, same thing. Even someone trained as a carpenter would presumably just know how to work with wood — why would that need “action competence” specifically? He said he then applied exactly what they’d learned in these rooms: questioning his own gut reaction, asking whether his evaluation was even factually accurate. Looking it up on Wikipedia, he had to laugh at himself — if this had been a school essay question, he’d have completely missed the point. He learned that action competence is specifically a concept distinguishing itself from mere knowledge transfer, unfolding across the dimensions of technical/subject competence, self-competence, and social competence — a genuine “aha” moment for him, realizing the term does serve a real purpose. He found it fascinating to observe his own initial reaction — his gut instinct had been that it was redundant, that someone is either competent or not.

Yasemin thanked him and welcomed Layla. Layla said she’d taken a simpler approach: action competence, for her, contains both action and competence. She’d looked at how it’s typically broken down into personal competence, social competence, methodological competence, and technical/subject competence — a division she found genuinely useful. She liked defining it as breaking a complex action into sub-steps, thinking through how to execute them, assessing whether you have the necessary abilities, and if not, how to acquire them — that, for her, is already action competence in a nutshell. She noted the breakdown into components matters precisely because it’s how you actually acquire those sub-steps.

Yasemin welcomed Jürgen. Jürgen said he hadn’t quite caught the last part of Yasemin’s opening remark about wanting his input, but wanted to build on his favorite territory, picking up both Layla’s and Marc’s contributions, since some terms had come up that he felt deserved a more specific look. He recalled Yasemin’s opening reference to their earlier discussion of competence, and how the concepts of meta-learning and future skills had stuck with him strongly from that. He agreed with Layla that it’s worth breaking “action competence” apart — into “action,” which they’d already discussed extensively, and “competence.” He drew a bridge to “skills,” noting that in many publications — job applications, company proposals — the terms “skills” and “competencies” are frequently used interchangeably, though he questioned whether that’s actually accurate. Skills, as an anglicism, is essentially a synonym for abilities and aptitudes — terms still common in many application documents asking about “abilities and aptitudes.” He saw an important distinction between these terms, which then led to one more concept he associates with competence: qualification. So, he asked: what do we actually mean by “action competence”? Is it the competence to act on action — to bring about decisions and thereby take on responsibility? And does this term encompass everything the other terms (skills, ability, aptitude, qualification) specify?

Yasemin thanked him for raising exactly the terms she’d had in mind too, and asked him to recap, since she recalled they’d had this exact conversation before, distinguishing skills from competence, while also noting these terms often get used interchangeably (partly because “skills,” coming from English, carries a trendy connotation). She suspected he’d already built a kind of mind map on this before, and asked him to summarize it again so they could check whether their earlier conclusions still held, or whether new insights from subsequent rooms had shifted anything.

Jürgen obliged, trying to keep it brief. He defines “skills” as synonymous with abilities and aptitudes. The distinction between ability and aptitude, as he sees it: aptitude refers essentially to personal, largely innate or acquired predispositions — a certain degree of dexterity, for instance — mental-practical dispositions one simply carries within. Ability, by contrast, is the key difference: specific behavioral patterns one has learned, acquired through a learning process. That’s the essential personality-based distinction for him: one thing is innate, in your genes; the other is something you’ve worked for, learned. “Skills,” as an anglicism, points to exactly these two positions combined. Qualification, unlike these personal traits, also carries the status of being permitted — I might well be capable and possess the ability to do something, but lack the qualification, meaning I don’t have the required school certificate or master craftsman diploma. Qualification, put more philosophically, is the distinction between capability and permission. So if he asks a job candidate whether they have the abilities and aptitudes, he’s asking about their underlying disposition and learned behavioral patterns; if he asks about qualification, he’s asking whether they’ve formally demonstrated this through a diploma or certificate. Now, competence: this, for him, is the overarching umbrella term above all of these, subsuming these distinctions into an overall context reflected in the person and their situation-specific ability to solve tasks and problems. What sets it apart as the umbrella term is that personality traits factor in too — someone can be capable, have the aptitude, have the qualification, and still not be competent, for two possible reasons: their personality structure (bluntly put, because they’re difficult to work with) or, on the other hand, because they lack social responsibility or empathy. He acknowledged this might be hard to follow just by listening, and offered to go deeper into specifics if needed. That, he said, was his personal mind map on competence.

Yasemin followed up, asking where meta-learning fits into this. Jürgen explained meta-learning connects to “ability” (as distinct from aptitude), representing an add-on from the learning process — alongside one’s innate dispositions (whether one leans more practical or theoretical), meta-learning provides the toolkit to structure those learned abilities so they can be competently applied to a specific task. He added one more personal distinction: competence always carries a situation-specific character. Someone might have the toolkit — say, defining goals for a project using SMART criteria — but lack the experience, the feel for which specific positions within a given company need particular emphasis, meaning a perfectly rational approach can still crash into a wall by overlooking emotional, political, or social dynamics. That, for him, is what experience contributes to competence — not just having a generally available toolkit, but knowing how to draw on it appropriately for the specific situation.

Yasemin thanked him, noting Marc was waiting impatiently. Marc said he’d written everything down, since so many terms were flying around that reflecting properly required notes. He had one question: Jürgen had said abilities are innate personal dispositions — and Marc struggled with that, asking how the word “talent” fits in. He shared a personal example: coming from a family where he was always told he lacked manual dexterity (whenever a lightbulb needed changing at home, an electrician was called, he joked, slightly exaggerating), he’d never actually discovered whether he had any innate manual talent, since he was told early on he was hopeless at it. Similarly, he’d recently been told by a “happy-ologist” at a celebration that he “confirmed” he couldn’t sing, after he’d joked about not being able to sing himself — something ascribed to him externally. His question: are abilities innate dispositions specifically meaning talent, or can abilities simply be externally ascribed — parents telling a child they’re not good with their hands, can’t sing, can’t do math — leading that person to internalize “I just don’t have the ability, bad luck in the gene lottery”?

Jürgen thanked him for the careful listening and the clarifying question, and answered: yes, at first glance, if by “personal, practical disposition” Marc meant talent, then yes. If we define talent as something innate — in the usual sense and connotation — that’s one facet he’d offered; the other being something acquired. He used dexterity as his own example: he believes he has a talent, and increasingly an acquired dexterity, for juggling and handling balls — something that came naturally to him compared to classmates who visibly struggled even picking up a ball to throw it. That, for him, was talent. Dexterity, he clarified, differs from talent in that it can be further cultivated through continuous practice, nurturing that underlying talent — which brings up the interesting borderline question, one Yasemin might pick up on, of where this differs from simply “learning,” which is what constitutes an ability (in his earlier terminology).

Yasemin thanked him and welcomed Layla, who wanted to add the concept of predisposition to sharpen the distinction further. Abilities, in this framing, are essentially something given in our genes — Marc’s singing example illustrated this well: without knowing it, you can’t really judge or even detect it. The same applies to ball juggling: if Jürgen had never had access to a ball, he might never have discovered the ability laid down as a predisposition. But possessing the ability doesn’t automatically mean you develop it into dexterity — without discovering and practicing it, no dexterity develops from that underlying ability. Returning to the concept of “ability” (in Jürgen’s second sense), she added two more distinctions: competence always describes a state we’re discussing at a given moment — calling someone competent or not implies an underlying learning or change process resulting in that evaluation. Competence can keep developing further, which puts us back in a learning process — meaning meta-learning carries a process character, something dynamic viewed at the process level, whereas competence is always a snapshot in time. And regarding qualification: this ties to the concept of qualifying someone — certifying, through some formal process, that someone “can and may” do something.

Layla picked this up, agreeing with the framing: talent is something within you, something you can’t take credit or blame for — she used her own singing as an example. The shaping of that talent into ability, and then into a practiced skill, is something you can cultivate regardless. She recalled a singing teacher who claimed singing isn’t only a talent but also a learnable skill — that everyone can sing. She found this fascinating in relation to action competence: even though she now knows, backed by audio evidence, that she actually has a decent voice — a talent she and others had repeatedly denied her — that awareness still slips away whenever she’s nervous, despite having the ability. So now she’s competent, she joked — someone could hand her a “smoke bomb” of qualification and issue a certificate, which would be lovely, but then the real question becomes: what do I do with that qualification, and at what point does a qualification actually become meaningful and useful, rather than just another certificate you can collect endlessly?

Yasemin thanked her, praising the singing example as a great illustration of the various concepts at play. She confirmed that, technically, everyone can sing — echoing Marc’s point about external labeling. In principle, we’re all innately capable of singing; the evaluation comes afterward, once society decided to elevate singing into an art form with specific criteria determining what counts as “being able to sing” — and that’s where we land squarely in the territory of competence. This raises a genuinely interesting question: who actually gets to decide what counts as competence in the first place? Once we couple that quickly to qualification — defining “correct” or “good” singing by whatever criteria a singing class applies — versus Marc simply singing freely and, by his own account, singing well — who’s actually doing the evaluating? Does competence inherently depend on external evaluation? Are there competencies we’d define differently across cultures — things considered a competence here that might be evaluated completely differently elsewhere?

Jürgen responded enthusiastically, calling this “water for his mill,” having recently outed himself as a strong advocate for evaluation — not that he considers evaluation the be-all-end-all, but his core claim is that we are always evaluating, all of us included. Even with innate abilities (synonymous with talent), we and our environment evaluate them. All the way up to the umbrella term of competence: in a job interview, when someone concludes “I consider you competent” after checking your skills (abilities and aptitudes), an evaluation is already inherent — recognizing and judging whether someone is talented for the job. Up to qualification: deciding whether a degree from University X is equivalent to one from University Y is itself an evaluation. All the way to the umbrella term of competence, which adds social and personal qualities into the mix. Think of any job interview: the person across from you evaluates according to their own evaluation competence and criteria. Just as learning is a lifelong companion process, evaluation, for him, is the essential, lifelong companion aspect we have to bear — but also one we can put to good use ourselves.

Yasemin thanked him and, before handing back to Marc, wanted to bring in one more concept from their earlier meta-learning discussion, tying to reflection and higher-order/key qualifications — meaning not just pure knowledge acquisition, but additional personal and social dimensions layered on top of the pure toolkit. She suggested trying the term “meta-learning” specifically (as opposed to “mega-learning,” which tends to imply pure acquisition) to see what shifts in understanding.

Marc responded half-jokingly, ironically pushing back on Yasemin’s earlier point about how good listening (part of action competence) can steer a discussion in unexpected directions — he doubted it would necessarily lead to a conclusion here, and repeated what he’d written down: competence is a state we’re discussing, subject to change processes, always a snapshot. His tongue-in-cheek point: if Yasemin were a lawyer and he a CEO facing dismissal for “incompetence,” he’d love to argue, “wait — how do you define competence? We just established it’s only a snapshot in time, subject to change. I’ve had a rough few days, a rough year — tomorrow I’ll be competent again!” He clarified this wasn’t meant entirely seriously, but that he genuinely enjoys — something he’d learned from Jürgen — pinning a conversation partner down on their own precise terminology and seeing how a discussion can suddenly pivot.

Yasemin responded, agreeing playfully that she was probably competent yesterday too — the real question is always “competent relative to what.” Looking ahead two weeks, she might be more competent than today — it’s always a snapshot of the current competence state, rather than “I was competent three days ago, lost it in between, and will regain it in three more days.” She invited Layla, then Jürgen, to continue.

Layla noted how important language is here — she should avoid phrasing like “soon I’ll be competent again,” especially in negotiation contexts, where you shouldn’t hand your counterpart ammunition (referencing negotiation expert Jack Nasher); sometimes you have to reclaim your own competence yourself. Picking up Yasemin’s singing point, she recalled a student once telling her, “I don’t think you sing well,” to which her internal reaction was “doesn’t matter, I think I sing well” — raising the question of who’s even entitled to judge. She reflected that we’ve collectively agreed on certain systems: this person is allowed to perform surgery, that person’s allowed to do that, grading systems function accordingly — it’s essentially trial and error, and a qualification is ultimately something that tends to work and satisfies most of society, which is presumably the point. She pushed back gently on the constant complaint that our (German) school system is “Prussian” and outdated — not necessarily disagreeing, but asking: what would a solution-oriented approach actually look like? What qualifications do we actually need, and what would meta-learning look like in practice? She thought aloud that maybe, if she wants someone to learn something, she should show them how it’s done — and noted that no one likes having their qualification taken away from them: if she believes she’s good at what she does and talks about it, others might think she’s overly self-promoting, and she admitted she herself tends to assume that someone who talks a lot about a topic probably has some issue around it — jokingly turning that lens on herself (“so you’re saying you’re not a good teacher, not a good CEO?”) — but maybe she just sees error culture differently, admits when things aren’t working, and doesn’t believe self-promotion is the only way to run a business. Turning to Jürgen’s point on evaluation, she said she loved it — while we often, out of a kind of self-interest, want to step outside evaluation entirely, which is important to keep doing, we should also remember we’re mirrors for each other; perhaps our surface, or what’s inside us, is exactly why someone sees themselves reflected in us — and maybe we see something in others too. Whether we then choose to judge that is something we can leave up to ourselves — it isn’t necessarily selfish or negative.

Yasemin thanked her and noted Jürgen wanted to continue, plus there were a few chat questions to address. Jürgen picked up the meta-learning thread Yasemin had introduced, calling it a great bridge, but wanted to make sure they were talking about the same content — meta-learning as distinct from “mega-learning.” He said he knows meta-learning particularly from the machine-learning context, where, to summarize briefly, it’s essentially about the underlying goal of learning how to learn. He asked whether that aligned with Yasemin’s understanding.

Yasemin confirmed “learning how to learn” is one part of it, and suggested it could open toward another definition too — observing the learning process itself, since that involves reflection processes as part of learning to learn. She asked whether that answered his question.

Jürgen agreed enthusiastically, connecting it to their overarching theme of reflection: one of the central purposes of reflection, in his personal view, is precisely to ask oneself — if you don’t understand or can’t manage something, are you actually learning incorrectly, meaning you currently lack the ability, the competence, to adjust your behavior to a new situation through a learning process. That, for him, isn’t learning as a process itself, but the method by which one approaches solving a problem through a learning process.

Yasemin thanked him, particularly appreciating that he’d brought in the machine-learning angle, given how relevant meta-learning becomes in the context of technological progress and AI — something worth letting sink in for now. She noted they’d go much deeper into action-and-learning and action-and-education in future rooms; today’s goal was simply to abstract upward from action competence toward these broader concepts, tying back to their earlier competence discussion and preparing the bridge to upcoming rooms, including tomorrow’s specific focus on Action and Self-Management.

She then picked up a chat question from Ulle: what do dexterity, ability, and aptitude have to do with action competence? What does meta-learning have to do with action competence? Is competence used synonymously with action competence? She invited Jürgen and Layla to help build these bridges.

Jürgen took the dexterity/ability/aptitude question first: these terms, he said, represent the essential basic prerequisites for competent action — he’d go so far as to say that without ability and aptitude, one genuinely cannot be competent in fulfilling a task’s specific requirements in a given situation, while acknowledging someone might still be externally credited with competence despite lacking those underlying abilities. On meta-learning and action competence: if meta-learning means “learning how to learn,” then, thanks to Ulle’s bridge, it represents a very specific competence — the competence to learn, or learning competence.

Yasemin noted someone else had signaled wanting to speak, and invited Layla. Layla said Jürgen’s explanation was excellent, adding one nuance: she didn’t think one necessarily needs aptitude to develop action competence — rather ability, since aptitude, as discussed, is a given disposition. Even without a natural aptitude, she recalled hearing that “you learn to read by reading, and to write by writing” — she considers herself hopeless at math, yet can do mental arithmetic impressively well because she found her own “why” for it, discovered while working as a waitress. So even without an obvious innate aptitude, or perhaps not recognizing one due to internalized beliefs, she attached herself to the ability/skill side instead, which helped her. On meta-learning, she had a question, since “learning to learn” has always been a huge topic in educational science too — and connected it to “thinking aloud,” something she’d learned in a teacher training seminar: using a document camera to show students how she crosses out text, thinking aloud as she does it — not frontal instruction, but letting students actively participate in her thought process. She wondered whether such important processes need more room in schools — and likely will need much more room going forward — but flagged a concern about AI’s characteristic speed, while we seem to be moving toward valuing slowness: we criticize TikTok and rapid-fire learning processes, complaining no one can stay with anything anymore (comparing an old German children’s educational show to its current version — the old pacing is almost unwatchable to us now). Her question: what do we do with this time component in relation to meta-learning?

Yasemin asked her to reformulate the time-component question more precisely, since she hadn’t fully grasped it. Layla clarified: she finds “learning to learn” extremely important, especially given AI’s roots in machine learning — but if we anchor this “learning to learn” approach (thinking aloud, etc.) into education as a lifelong learning process, we no longer seem to have time for that kind of thinking-aloud pace; there’s always pressure to move on quickly. What do we do with this growing time pressure, and how do we give this “learning to learn” process the time it actually needs?

Yasemin thanked her, and also flagged Ulle’s remaining question — whether competence and action competence are used synonymously. Regarding thinking aloud and asking questions rather than giving answers to engage a counterpart’s thought process: “learning to learn” has indeed long been an established pedagogical concept. But, she added a caveat: while this might happen in parts of school instruction, school’s primary function, at least as currently practiced, is to deliver qualification — subject knowledge, testing, tracking students into different school types (vocational, intermediate, academic, comprehensive, etc.), ultimately handing students a certificate enabling them to pursue vocational training, a job, or university. Qualification plays a huge role throughout, since even a first job application typically starts with school grades. The “learning to learn” debate, part of a much longer-running education debate, is really about fostering self-determination — but how do you even know what you want? That’s where you need to learn how to learn, need guidance to find your own path, equipped with information, knowledge, and experience to make your own decisions and develop self-efficacy. That’s why there’s long been a debate distinguishing plain qualifications from overarching key qualifications — the latter encompassing personal and social competencies beyond pure acquired knowledge. And here, she said, particularly given the machine-learning angle Jürgen had raised, we’re entering an entirely new era not yet fully grasped, especially in German-speaking contexts: previously, we had self-dialogue, and communication/interaction with others — now there’s a genuinely new category, communication and interaction with machines, fundamentally different from before. We’re no longer just entering search terms; we’re suddenly talking with the machine, and depending on how we engage with it, we get remarkably different results, spanning entirely new categories worth exploring — perhaps warranting its own dedicated room later, after the upcoming Action-and-Learning and Action-and-Education rooms, to explore this technological dimension within the context of action.

She invited Marc, Jürgen and Layla, in that order, to weigh in or address the outstanding questions.

Marc said that would also be his closing thought: given how complex the topic is, he encouraged everyone to look up “action competence” on Wikipedia themselves — simpler that way. He confirmed Yasemin’s point: action competence has indeed been enshrined in German curricula since a 2003 decision by the Standing Conference of Ministers of Education, specifically as a distinction from mere knowledge transfer, broken down into subject competence, self-competence, and social competence. What Wikipedia doesn’t yet cover, he noted, but which is a huge topic in schools, is media competence — how to source information, evaluate it, verify it, and so on. And, he added, what’s also missing is communication-with-machines as a competence — Wikipedia simply hasn’t caught up to that yet. He thanked everyone for a wonderfully engaging room, having learned a lot, and wished everyone a great start to the day.

Yasemin thanked him and invited Jürgen. Jürgen returned to Ulle’s question about whether competence and action competence are synonymous: at the top level, his answer is no — but there’s a meta-relationship, since competence, as they’d tried to define it, situationally enables solving a specific problem; action competence is the specific manifestation of that within the domain of action, as opposed to, say, competence in thinking. He drew the bridge back to meta-learning once more, calling it a genuinely fascinating topic: one of the key advantages of machine learning and AI, in his view, is that AI operates on algorithms — meaning traceable, verifiable cause-and-effect relationships that can always be checked for true or false. This clarity and rigor, grounded in algorithms, is, without calling it unbeatable, a real advantage of artificial intelligence, not least because we humans suffer from the simple problem of forgetting. He thanked everyone for a wonderful room and wished everyone an equally wonderful day. “Ade” (farewell), he closed.

Layla said she hadn’t heard the word “Ade” in ages and found it especially lovely. For her closing thought: competence, she said, is always a matter of perspective — a question of the observer, and a question of who we let become our mirror, echoing the earlier image. She raised an idea she found compelling: why not dedicate a future room specifically to “thinking competence”? She noticed something inside her resisting the idea, which, she said, is usually a good sign — where there’s fear, there’s usually the real task waiting. Thinking competence, she suggested, is something we all constantly claim for ourselves, something no one could take away, almost automatic in how we think — and precisely so that acting doesn’t become equally automatic, we need competence, so we remain aware that it’s something valuable. She said she was fully behind the idea of “thinking competence” as a future topic and was curious what Yasemin thought, thanking everyone for a lovely room and for everyone’s contributions.

Yasemin thanked her, noting that since they’d already concluded the Thinking overarching theme, they’d need to see whether “thinking competence” might fit into the upcoming consolidation week where they plan to draw connections across themes — and this could well be incorporated there, since they’d already covered quite a bit under the Thinking theme’s various rooms. Turning to Layla’s time-component question about learning, she said they’d definitely revisit that as they explored specific facets of action competence in the coming days — starting the next day with Action and Self-Management, followed by further rooms on other specific focus areas. She noted that learning takes time is something most people would readily agree with, though the required time varies with complexity. She flagged, as a keyword to return to later, that this sits within a genuine tension — one of the classic dilemmas: high speed on one side, versus the time genuinely needed to learn certain things on the other. This fits perfectly into both action competence and competence more broadly, specifically into the overarching key qualifications: how do I navigate this dilemma across different situations? That “how do I navigate it” question is exactly where competence and action competence live, and she expected the coming days’ deep dives into specific areas to surface further answers.

She closed by saying she found today’s room genuinely stimulating and fascinating, and previewed tomorrow’s topic: Action and Self-Management — how can we consciously steer our actions in a desired direction, whatever that desired direction happens to be, since it can vary enormously from person to person.
